Collar or harness? Go with a harness for small breeds, since Yorkies and Chihuahuas are prone to collapsed trachea, and for dogs that pull hard. A plain collar works fine on a trained adult.
Microchip vs ID tag? Use both. The microchip is permanent, a subcutaneous RFID, while a tag is something whoever finds your dog can read on the spot. Some cities also run an RG dog program.
