IPVA on Fipe value: state rate applied to the market reference
IPVA (Imposto sobre a Propriedade de Veículos Automotores) is a Brazilian state tax that owners pay every year just for having a vehicle. The base is the valor venal pulled from the Fipe table for January of the reference year, and the rate you actually pay comes down to your state (UF) and the type of vehicle. Formula: IPVA = Fipe value · UF rate. So a car worth R$ 80,000 in São Paulo at 4% costs you R$ 3,200, while the same car in Santa Catarina (2%) drops to R$ 1,600.
In São Paulo it's 4% for cars, 2% for motorcycles, and 1.5% for trucks/buses and taxis. Elsewhere the figures sit somewhere between 1% and 3% according to category (Minas Gerais 4% cars / 2% trucks; Rio de Janeiro 4% cars; Paraná 3.5%; Santa Catarina 2%; Goiás 3,75%). Half of what gets collected goes to the municipality where the vehicle is licensed, and the state keeps the rest. You pay between January and March, normally in 3-5 installments or as a single quota with a 3% discount, through the Detran or the state finance secretariat (SEFAZ).
Applications
Plan the yearly budget if you own a car. Weigh the total ownership cost across states before you move or register in a different UF. Run the numbers before buying a used or new car. And check the slip the SEFAZ sends you against what the Fipe value says it should be.
FAQ
Who is exempt? Most states let off vehicles older than 15-20 years (the cutoff varies by UF), people with physical disability (PCD) up to a value cap, and licensed taxi/Uber drivers in certain cities. Look up the rule for your own UF.
What happens if I miss the payment? You get a fine of 0.33% per day (capped 20%) plus Selic interest. While the IPVA is unpaid your annual licensing (CRLV) stays blocked, and after 5 years the debt is enrolled in the state's active debt (CDA).
Does electric or hybrid car get a discount? In several states, yes. São Paulo cuts the rate in half for electric/hybrid cars, Pernambuco and Maranhão exempt them entirely, and Ceará applies a reduced rate. These rules shift around a lot, so confirm with the current state finance law.
