Vaccine Coverage Rate
Vaccine coverage tells you what share of a target population actually got a given vaccine. You compute it as coverage = doses_applied / target_population × 100%. The key detail is the denominator: it's the eligible group, not everyone. For the BCG dose that means children under 1; for HPV it means women of childbearing age.
For highly transmissible diseases like measles, the World Health Organization (WHO) sets the bar at 95% coverage, the level needed to cut off community circulation. Brazil's National Immunization Program (PNI) ranks among the broadest public vaccination programs anywhere: more than 45 immunobiologicals offered free through the SUS, with the SIPNI (Information System of the PNI) keeping track of it all.
Applications
Health departments and ministries read coverage rates to spot low-vaccination areas, schedule catch-up campaigns and gauge how much misinformation is hurting them. In Brazil, measles coverage slid from 95% in 2015 to roughly 71% in 2021. The country lost its measles-free certification in 2019, and outbreaks came back in several states.
FAQ
What target population should I use? Take the group eligible for that specific vaccine and age band, drawn from IBGE projections or the local registry. Don't use the whole city's population.
Can coverage be above 100%? It can. Usually that points to a stale denominator, people coming in from neighboring municipalities, or doses counted twice. Treat it as a cue to review the registry.
Why is 95% the goal for measles? Because measles spreads so easily. Its basic reproduction number (R0 around 12–18) is high enough that nearly everyone has to be immune to stop transmission and shield the people who can't be vaccinated.
