The numbers 60 and 160 are not official rules: Google truncates by pixel width, roughly 600 on desktop, not by character count. A title full of wide letters like m and w gets cut earlier than one full of i and l. Character limits are an approximation that holds in most cases, and that is what this tool simulates, cutting at 60 and 160 with an ellipsis. One more thing rarely mentioned: Google frequently rewrites titles and descriptions when it decides your text does not match the query.
Put the decisive information in the first 50 characters of the title, since that is the part that survives any cut. Use the description to complement the title rather than repeat it. And treat the preview as a proposal, not a promise: the live result may show up rewritten, or alongside a date, breadcrumb and other elements that change the available space. Nothing you type leaves the browser.
