State Registration (IE) for Commerce Companies

The Inscrição Estadual (IE) is Brazil’s state-level tax registration number. Any company that moves physical goods subject to ICMS (the state value-added tax on merchandise) needs one. If you run a commerce business, the IE is mandatory, and that holds whether you’re wholesale, retail, or an online shop mailing out products. The number itself is issued by each state’s tax authority (SEFAZ).

The format isn’t the same everywhere. São Paulo uses 12 digits (XXX.XXX.XXX.XXX), Rio de Janeiro uses 8, and each remaining state has its own check-digit algorithm. None of this is tied to the federal CNPJ; the IE stands on its own. MEI (Microempreendedor Individual) is usually exempt, but once the activity involves trading goods most states require it anyway, and the exact rule depends on the state.

Applications

You’ll need the IE to issue NF-e (electronic invoices) for goods, to claim ICMS credits, to sign up with SEFAZ for tax substitution regimes, and to check out suppliers through SINTEGRA, the national IE lookup system. With no valid IE on file, a commerce company can’t legally move merchandise, and the buyer on the other end can’t deduct ICMS on what they bought.

FAQ

Is IE mandatory for online stores? Yes. If your business ships physical merchandise, you need an IE in your home state, and under the ICMS-DIFAL regime you may need one in the destination states too.

Can MEI operate commerce without IE? In most states, no. When a MEI works in commerce or industry the IE is required; the exemption really only covers MEIs doing pure services. Check what your local SEFAZ says.

How do I check if a supplier’s IE is valid? Look it up on the SINTEGRA portal (sintegra.gov.br), or go straight to the issuing state’s SEFAZ website. Both show whether the registration is active, along with the address and the activity on record.
